The SPF provides WORLP with an instrument for engaging in small enterprise development, with a view to creating livelihood assets for the poor. It addresses the demand side in as much as the initiatives being assessed are those identified as relevant by civil society organisations that are working with the poor on a day-to-day basis, and who understand their potential and as well as their constraints. It addresses the supply side in the sense that it takes into consideration the mperative for people to access the markets which are associated with these initiatives and maximize benefits from value chains, ensuring that financially viable options are available for those who wish to take them up and replicate them on a wider scale. The SPF makes this link and provids the financial stimulus for the poor to improve their livelihoods by engaging with markets through economically sound enterprises.

The purpose of Small Project Fund (SPF) is to finance pilot projects which are comprised of activities of highly promising interventions that have the potential to benefit large numbers of the poor, but which are either not yet ready for widespread promotion in the project area or for which funding is not available from other sources. The project involves locally active small CBO/NGO for these activities, which have proven impact within the community.
